New Work Flexibility for Residence Permit Holders in Finland
From June 11, 2025, changes to work rights for residence permit holders will take effect.
- What’s Changing:
- Residence permit holders in Finland will no longer be limited to working only in the profession specified in their permit.
- They will be allowed to take up employment in occupations listed as labour shortage areas by Finnish authorities.
- Current Situation (Before June 11, 2025):
- Individuals must apply for a new residence permit if they wish to change their job or profession.

- Labor Shortage List:
- The list of eligible shortage occupations includes roles such as:
- Several medical professions
- Physical therapists
- Firefighters
- The list will be valid for one year starting June 11, 2025.

- The labour shortage list will be periodically reviewed and amended.
- Next possible update: As early as beginning of 2026.
